Although Nancy’s comment makes sense, I can’t help but notice the fact that most of the multisensory structured language training for teachers (including systematic and explicit phonics instruction at its core), Barbara Foorman’s impeccable research (again, systematic and direct instruction), and a host of other sane teaching methods are and have been launched and supported by Texas.
I see it differently, the states that lost jobs are the states that did have a manufacturing industry. And most of the jobs went overseas. Texas, can be explained due to the oil industry and high tech sector.
