Back in 1995, the American Federation of Teachers, wishing to establish exactly what “world class standards” are, published a number of booklets in their “Defining world Class Standards” series. None of the documents is in print today unfortunately, nor are they available on-line, but we do have some of them in our library available for borrowing.
Click here for an excerpt from “What Secondary Students Abroad are Expected to Know: Gateway exams taken by average-achieving students in France, Germany, and Scotland”. The excerpt is the English exam given to German grade 10 realschule students (realschule is the middle of three academic tracks) in 1994; approximately 44% of all students passed this exam. An additional 25% passed the more demanding gymnasium examination. After looking over the sample responses, ask yourself whether Ontario students could do as well if given this test in their native tongue.




Most Ontario students would not be able to pass this test.
